She was formerly the founding director of the International Network for the Availability of Scientific Publications (INASP). Carol was awarded the MBE in 2007 for her services to science and access to information in developing and transitional countries.

Gloria has over 25 years experience working in and with public library systems in Latin America. She was formerly the director of the Department of Culture and Libraries of Comfenalco Antioquia, in Medellín, Colombia.

Nguyen Thi Bac Senior Adviser

Bac has over 25 years experience working in and with public library systems in Asia. She was formerly the director of the General Sciences Library, Ho Chi Minh City, Vietnam and has held many positions as project manager and coordinator for regional and country programmes.

Johnson Paul Adviser

Johnson D Paul is currently the project manager for ASEAN Infonet, an e-ASEAN project. He has been actively involved in CONSAL regional project management and secretariat activities from 2000-2005. He is on the editorial board of NRIN (New Review of Information Networking), E-PRINTS and PROGRAM (Emerald).
